High-Precision Measurement of Light Speed

I am looking to setup an experiment for measuring the speed of light to the highest decimal place I can, with something no bigger than a shoe box. The speed of light is never perfectly accurate to C as it's been defined when measured to enough decimal places, and I suspect it varies with a noticeable change depending on the time of day and time of year in a predictable trend while measuring every second it may seem like random noise. Being small would help for the sake of my convenience, and help test if different materials could be used to effect it in ways besides density.
