The company Brilliant Light Power Inc. (formerly known as Blacklight Power Inc.) claims to have developed a machine to harness power from Water. They create a plasma to release potential energy from the hydrogen atoms.

The founder Dr. Randell Mills also created a "Grand Unified Theory of Classical Physics" (GUTCP):

• Dark matter, which far exceeds the amount of visible matter, is also hydrogen that exists in lower-energy, non-radiative forms termed Hydrino.
• Hydrogen in the "ground" state is NOT in the lowest energy state as claimed by Quantum Mechanics - it retains a huge amount of potential energy due to the energy stored in the electric and magnetic fields of the proton and electron.

I've been following BrLP for years. Their founder Dr Randell Mills developed a new theory of the electron as a spinning charge that when bound to the proton created a bubble of spinning charge. He predicted that this could be chemically induced to fall to a lower energy state by catalysts with the same resonance frequency to 1/137 fractional states. This would give off energy in the form of UV light. Bands matching various energy states of Hydrino have been identified in the the Sun and Galaxies. 

Energy density has been increased from mW in 1991 to MW per litre today together with Hydrino Hydride compounds identified through EPR and other means. There is a commercial device near completion with current optical energy gain of 34 times input power. Energy will be converted by concentrated photovoltaic cells. The generator is working and they are in the process of build the  CPV dome. 

Mills theory is classical and physical and he can predict with accuracy binding energies of all chemical compounds and their structure from his formulas. He thinks QM is bunk, but does not need the Ether in his model. It is a higher order model really starting at the electron and Hydrogen atoms. A good basic summary can be found on the reddit forum r/hydrino and his theory in book form on the website www,brilliantlightpower.com. He has spent 31 years carry out lab work to get where he is today and it has many validations. There is probably a lot of interesting experimental data that can be had from his many papers to help in the  Distini model and if you want a candidate to power the FTL starship Hydrino energy is probably it. Water can be dissociated to create the fuel H and catalysts HOH with on conversion to H1/4 releases 200 times the energy of burning hydrogen.... lots of good videos on his website. I put his theory in the realm of far higher utility than QM, no big bang and no black holes, physical model but not from ground up but massive amount of experimental work verified by other credible scientists. BrLP is a commercial company that aims to sell power via its subcell generators which are up and producing net power gains in the lab of 100+KWH via heat, electric conversion via CPV scheduled 2023 so worth following.
